FACULTY DEVELOPMENT PROGRAMME FOR VOCATIONAL EDUCATION (FDPVE)

The government has already identified skill development as a major area of focus in the education sector. Based on data from the 68th Round of NSSO, it is estimated that only 4.69 percent of India’s total workforce has undergone formal skill training, compared with 52 percent in the USA, 68 percent in the UK, 75 percent in Germany, 80 percent in Japan and 96 percent in South Korea. India continues to face a skilling challenge of vast proportions. Based on the Census 2011 and NSSO (68th Round) data, it is estimated that 104 million fresh entrants to the workforce will require skill training by 2022, and 298 million of the existing workforce will require additional skill training over the same time period.

Acknowledging the formidable scale of this challenge, the government has already taken several constructive initiatives. India is also now setting up 200 community colleges throughout the country. Along with the expansion of number of colleges, the government is also trying to ensure quality by collaborating with community colleges and associations in other countries including Canada. The Shastri Institute through its facilitation services will provide assistance to MHRD in identification of faculty in India and Canada for mutual benefit. Canada has the tools to provide the necessary know-how and help develop a qualified workforce in countries around the world.
This facilitation programme aims to assist the government’s efforts by providing support to identify faculty from Indian institutions providing vocational education to get an exposure to the Canadian community college system. The Shastri Institute will also help Ministry of Human Resource Development (MHRD) to identify Canadian Community Colleges to host identified faculty from India to enrich his knowledge base. Another important component of this facilitation would be to identify an ideal teacher trainer/Resource Person from Canada in the acclaimed areas of vocational education to train Indian faculty to impart advance knowledge and introduce new pedagogy. This will bring-in the international perspective to the training imparted to students at Indian Institutions.

THE NEED AND THE OBJECTIVE

To facilitate visits by faculty in Indian institutions imparting vocational education to Canadian community colleges for up to four weeks with the objective of helping them to understand the pedagogy, skill sets and curriculum of vocational courses available with Canadian vocational education system. The four-week long enrichment would also enable them to gain an exposure to develop a module to introduce on international perspectives to their existing curriculum and pedagogy to prepare the students for the international labour market.

BENEFITS AND EXPECTED IMPACT OF THE PROGRAMME

The programme will contribute towards the internationalization of the curriculum/teaching. It will help the young Indian academicians from vocational institute’s to get acquainted with the functional, relevant and newer ways in their respective areas of interests and build up new knowledge domain from one of the internationally acclaimed countries that have expertise in offering vocational education. This exposure will enable them to introduce new perspectives in the existing traditional curriculum. This will also help to establish a knowledge partnership to exchange expertise and best practices in support of the MHRD’s efforts to develop nationwide skills standards and institutional structures to support skills development. The government has identified skill development as a major area of focus in the education sector. Since, India is setting up 200 community colleges throughout the country and along with the expansion of number of colleges, the government is also trying to ensure quality by collaborating with community colleges and associations in the US, Canada and Germany. This programme will try ensuring the government’s efforts by providing opportunities for faculty from Indian community colleges to get an exposure to the Canadian community college system. The Canadian Resource Person will have the opportunity to live and work in a different country with different cultural context and may help to learn/strengthen knowledge of an additional language. It will also facilitate to develop of international professional network.
